Background

As part of the “Global Mutirão: Uniting humanity in a global mobilization against climate change” decision adopted by Parties at COP 30 in Belém, Parties decided to establish a two-year work programme on climate finance, including on Article 9, paragraph 1, of the Paris Agreement in the context of Article 9 of the Paris Agreement as a whole (hereinafter referred to as “Climate Finance Work Programme”).

Under the Climate Finance Work Programme, the Co-Chairs will convene engagement workshops, to be held in the World Conference Center Bonn (WCCB) in Bonn, Germany, in conjunction with the sixty-fourth session of the Subsidiary Bodies (SB 64), to provide a space for substantive discussions among Parties and non-Party stakeholders. The substantive focus of the workshops will be guided by the objectives outlined in the Co-Chairs’ workplan, as informed by Party submissions and consultations, and reflected in the Co-Chairs’ approach to implementing the mandate.

The engagement workshops will be open to Party and non-Party stakeholders for on-site and virtual participation. To be able to attend the workshops in-person, interested participants are asked to submit the online registration form for on-site participation of the SBs. To ensure inclusive and broader participation, the workshops will be held in a hybrid format, enabling virtual participation, and have webcast. Participants, who are not registered for SB 64 and wish to participate virtually, should complete the registration form at https://indico.un.org/event/1023905/ by Thursday, 4 June 2026, to be provided with the virtual connection details.

Three workshops will be organized. The first workshop will be among Parties, followed by a multi-stakeholder engagement and an engagement workshop among non-Party stakeholders.

Overall objectives and outcomes

Taken together, the engagement workshops are designed to:

  1. Advance technical work under the Climate Finance Work Programme;
  2. Identify areas for actions, challenges and barriers and good practices on climate finance;
  3. Draw on the expertise and work of Parties and non-Party stakeholders, including Multilateral Development Banks, Multilateral Climate Funds, civil society, the private sector, and academia, to enrich the engagements.

At the end of the workshops, participants are expected to have identified action areas, good practices and topics for further elaboration in subsequent engagement workshops under the Climate Finance Work Programme.

Overview: The workshop is designed as a Party-to-Party exchange. Its core objective is to provide Parties with a platform to exchange views on climate finance issues.

The Co-Chairs will provide an overview of the expected themes to be covered under the Climate Finance Work Programme based on submissions and the outcomes of the consultations, considering the various workstreams and work programmes related to climate finance.

Following the Co-Chairs’ introduction, participants will be invited to engage in implementation labs. The implementation labs will be followed by a focused roundtable discussion in plenary format.

Target audience: This workshop is dedicated to facilitate engagement among Parties although non-Party stakeholders are welcome as observers.

Participants are invited to engage in the different implementation labs, discussing the following topics and questions.

 

1. Provision and mobilization of climate finance: How can we scale up the provision and mobilization of climate finance from a wide variety of sources, instruments and channels to support climate actions in developing countries?

2. Access to climate finance: What are concrete procedural, institutional and capacity barriers that prevent developing countries from accessing available climate finance, and how can these be addressed?

3. Adaptation finance: What constitutes a meaningful improvement at the domestic and international level in adaptation finance flows for developing countries, especially those that are particularly vulnerable to the adverse effects of climate change and have significant capacity constraints, such as the least developed countries and small island developing States?

4. Capacity building and enabling environments: What institutional, regulatory and technical elements are needed at the country level to effectively deliver climate actions and how can they be supported?

5. Transparency of climate finance: How do we enhance the transparency of climate finance and the measurement of progress on the impacts, results and outcomes of climate finance flows for addressing the needs and priorities of developing country Parties?

 

The virtual implementation lab will discuss all questions.
