- How does the UNFCCC adaptation architecture currently support the implementation of the Global Goal on Adaptation and the aim of the first phase of the BAR in enhancing adaptive capacity, strengthening cooperation and facilitating adaptation planning and implementation in line with different national circumstances and in the context of Article 2, paragraph 1(a), of the Paris Agreement?
- How can the adaptation architecture best support Parties in the implementation of country-driven adaptation priorities?
- What practical measures, enhanced coordination, or strengthened support could help existing institutional arrangements better support implementation of the GGA?

Guiding questions:
- How to ensure access to means of implementation for adaptation, for adequate, predictable and accessible financial, technology transfer and capacity-building support, including from developed country Parties to developing country Parties, in accordance with Article 9, paragraph 1, and Articles 10–11, of the Paris Agreement?
- What structural, institutional and capacity barriers limit access to climate finance for developing country Parties, including through the operating entities of the Financial Mechanism and other channels of support?
- What priority actions are needed to ensure expedited access to finance, technology transfer and capacity building to implement the UAE Framework, including in order to achieve its targets by 2030?
- What approaches, instruments, or measures have proven effective in facilitating means of implementation for developing countries, particularly least developed countries and small island developing States? What opportunities exist to build upon these or pilot new ones?
