Background
Decisions 7/CMA.1, 7/COP.24 and 3/CMP.14 decided that the forum on the impacts of implementation of response measures will operate as contact group under subsidiary bodies (SBs) to deal with all matters related to response measures and will report to the COP, CMP and CMA. Same decision further established KCI to support the forum in implementation of its work programme. The work of the forum has been undertaken by SBs through the agenda item “Matters relating to the forum on the impact of the implementation of response measures serving the Convention, the Kyoto Protocol and the Paris Agreement”.
Further, COP, CMP and CMA in Madrid, adopted work plan for the forum and its KCI by their respective decisions 4/COP.25, 4/CMP.15 and 4/CMA.2 which requires the forum and the KCI to implement a set of activities at its each meeting. The implementation of the agreed work plan by the forum and its KCI is disrupted and/or delayed due to postponement of SB sessions stemming from COVID-19 pandemics. To progress the mandated work of the forum, and minimize disruption and delay, informal event will be organised during the Climate Dialogues, followed by informal consultations by the SB Chairs.
Objective and description
The informal consultations by the SB Chairs aims to provide a space for Parties to reflect on how workplan for response measures benefit from the progress made by KCI in 2020 and ways to progress the technical work on impacts of implementation of response measures under the Forum.
This will allow the SB Chairs to provide relevant guidance, with a view to maintaining the delivery of the SB mandate on workplan of the forum with least disruption and/or delay, in the lead-up to the first session COP 26.

Guiding questions:
- How can the work plan for response measure benefit from the progress made by the KCI in 2020, in light of the continued COVID-19 situation?
- As you are aware, the work plan of the KCI is linked to the work plan of the forum and the forum meetings are delayed due to COVID pandemic. Are there any ways forward which Parties would like to consider to implement the forum's technical work virtually and reduce the delay in the implementation of the forum's work plan during SB sessions?
- In accordance with the recent guidance issued by the Bureau, we encourage Parties to remain open and flexible to allow KCI to progress its work irrespective of its work plan linkages with forum and occurrence of KCI meetings in conjunction with SB sessions. We would like to hear your views on this matter, if any?
