Means of Implementation Day | 7th Capacity Building Hub

12 November 2025

Mobilizing and operationalizing the three pillars of climate action – finance, technology, and capacity-building, is essential to accelerate the full implementation of the Paris Agreement. Yet, persistent gaps remain: access to climate finance is often fragmented, technology transfer lags behind global needs, and capacity-building support is uneven across regions. The Means of Implementation Day responds to these challenges by placing a spotlight on how to unlock, coordinate, and synergise these pillars in a mutually reinforcing manner. This thematic day highlights their role as key enablers to scale up ambition, bridge implementation gaps, and ensure that countries, particularly developing ones, can advance resilient, inclusive, and transformative climate action.
