This report provides an overview of the workshop proceedings and summarizes the presentations, interactive sessions, peer exchanges and discussions at the workshop as well as participants’ reflections, including on the role and activities of national gender and climate change focal points and good practices.

Background

Under the United Nations Framework Convention on Climate Change (UNFCCC), Parties are encouraged to designate National Gender and Climate Change Focal Points (NGCCFPs) to support the integration of gender considerations into climate policy, planning, implementation, and negotiations. Parties were first invited to appoint and support NGCCFPs in 2016 through decision 21/CP.22, with a mandate covering climate negotiations, implementation, and monitoring. Since then, more than 125 countries have designated NGCCFPs. The role has been further reinforced through successive Gender Action Plans (GAPs), reflecting the growing recognition that effective climate action requires inclusive and gender-responsive approaches. The Belém Gender Action Plan (GAP), adopted at COP30, further reinforces this mandate. In particular, deliverables A.1.1, A.2.1, and A.2.4 explicitly call for capacity-building and training, clarification and strengthening of NGCCFP roles, provision of tools, peer learning, mentoring, and knowledge exchange.

Previous workshops, reports, and consultations have highlighted persistent challenges faced by NGCCFPs, including:

Limited institutionalization and unclear mandates in some national contexts

Capacity gaps across technical, political, and operational domains

Limited access to financial and human resources

Challenges in effectively influencing national climate policy processes and negotiations

Fragmented support from partners and institutions

At the same time, there is significant diversity in how the NGCCFP role is interpreted, defined and operationalized across countries, ranging from coordination and advisory roles to direct engagement in negotiations, policy development, and climate finance processes.

This workshop responds directly to the mandate under the Belém GAP by providing a structured and interactive space to reflect on best practices and tools for strengthening the role of NGCCFPs, including a joint reflection on and articulation of their role and activities.

Objective

To strengthen the effectiveness, clarity, and institutional positioning of NGCCFPs by:

Clarifying and documenting their respective current and desired roles

Facilitating peer learning and exchange of good practices

Identifying capacity-building needs

Group assignment: Each group is to identify a facilitator and a support rapporteur. Discuss in your group some of your successes and good practice examples related to unlocking financing pathways, engagement with civil society, collaboration with national statistical offices on data. What was your role in this process? Discuss what collaboration and coordination between NGCCFP at the regional level could look like. The rapporteur to fill a reporting template in Miro. Report back to focus on one inspiring good practice examples and sharing on how the group imagines coordination at the regional level.
