The Blue Zone is the UNFCCC‑authorized area of the conference venue, accessible only to accredited participants. It hosts the official negotiations, the World Climate Action Summit, country pavilions, presidency events, panels, round tables, and a wide range of side events, including cultural programmes.

Code of Conduct

The UNFCCC is committed to upholding the fundamental human rights, dignity and worth of the human person, and equal human rights of all participants in a UNFCCC event. UNFCCC events are guided by the highest ethical and professional standards, and all participants are expected to act with integrity and respect towards all participants.

Harassment in any form, including sexual harassment, will not be tolerated. All participants are expected to conduct themselves in a professional and respectful manner and familiarize themselves with the Code of Conduct and other guidelines, including, but not limited to the following:

Any incident that infringes on the Code of Conduct guidelines should be reported either directly to any badged UN Department of Safety and Security (UNDSS) officer or by calling the United Nations Security Control Centre, which is open 24 hours a day. The phone number will be provided in due course. Incidents may also be reported to SpeakUp@unfccc.int.

Guidelines on the use of cameras and audio/video recording devices

Cameras and audio/video recording devices may be used by participants in public areas, such as lobbies and corridors, provided that such activities do not cause disruption to the activities or movements of participants or security provisions of that area.

However, the recording of audio and video by Party or observer organization delegates at open or closed official meetings or in designated high-security zones is not permitted.

United Nations Security guidelines related to observer media actions, distribution of publicity materials, etc.

Authorized media actions and publicity events by admitted observers following official procedures, in designated areas, are permitted. Materials containing abusive or offensive language or images or political pronouncements are not permitted in the conference venue.

Guidelines for the participation of non-governmental organization representatives

Non-governmental organizations are responsible for the conduct of their representatives. Any behaviour not consistent with these guidelines may have an impact on current or future participation in UN Climate Change events, including de-badging or revoking access for the organization and/or the individual.

Use of the UNFCCC logo requires written authorization from the UNFCCC secretariat. Further information is available here.

The COP31 logo is owned by the host country. Its use requires prior written authorization from the COP31 Presidency (Government of Türkiye).

Official COP31 brand assets, including logos for use in communications and publications, are available for download on the COP 31 official website.

Information from the COP 31 Presidency and the COP 31 Blue and Green Zone will be available on the COP 31 Presidency website.

In accordance with rule 19 of the draft rules of procedure being applied, the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening of COP 31, CMP 21 and CMA 8. Any later change in the composition of the delegation shall be communicated to the secretariat as early as possible.

Updates on scheduled meetings and announcements will be available during the conference through a dedicated link on the COP 31 conference page.

Pre-session and in-session documents will be made available on the COP 31, CMP 21, CMA 8, SBSTA 64 and SBI 64 session web pages on the UNFCCC website.

In view of sustainability considerations and the need to optimize the use of resources, documents will be available online only. While delegates may print documents themselves at the computer centre, they are encouraged to limit such printing.

Non-smoking policy 

Smoking indoors is strictly prohibited, including the use of vapers and electronic cigarettes. Designated outdoor smoking areas are available at various locations throughout the conference venue.

General information on participation and engagement of observer organizations and other non-Party stakeholders can be found here. Additionally, the Observer Handbook for COP 31, which provides essential guidance for observer organizations on effective and meaningful engagement in the UNFCCC process, will be made available here as soon as ready.

Observer organizations that miss the nomination deadline will not receive a quota for confirming delegates during the confirmation phase. Please see the section “Registration” below for further information.

The number of observer organizations admitted to the UNFCCC process has been significantly increasing in recent years. While the addition of new organizations enriches the process, there is a need for more diversity and regional balance in the representation of observer organizations at UNFCCC sessions, as recognized by the SBI. Therefore, the registration quota allocation system has been revisited. Efforts are being made to ensure a more balanced representation of observer organizations with regard to regional groups and constituencies.

Delegation offices and pavilion spaces are available on a commercial basis.

The Expression of Interest period has now closed and new submissions are no longer accepted.

All formalities regarding registration, including issuance of badges to duly nominated participants to attend the sessions, are free of charge.

Who can register

Parties to the Convention, United Nations and related organizations and agencies, media and non-profit organizations with observer status may register to attend the sessions of the Convention. More information on options for participation is available here.

How to register

Registration for the conference is managed through the UNFCCC Online Registration System (ORS).

The Online Registration System (ORS) is open for the nomination and confirmation of participants according to the following schedule:

Parties, Observer States, United Nations organizations and specialized agencies

• Nomination and confirmation: 20 July 2026 – 8 November 2026, 23:59 CET

Admitted intergovernmental organizations (IGOs) and non-governmental organizations (NGOs)

• Nomination period: 7 July 2026 – 10 August 2026, 23:59 CEST
• Confirmation period: 24 August 2026 – 8 November 2026, 23:59 CET

Notifications on COP 31 registration for Parties and Observer States, for United Nations organizations and specialized agencies, as well as for admitted intergovernmental organizations and non-governmental organizations, are available here.

Please note that multiple registrations for the conference are not permitted. Participants may only be registered under one category and may not be registered simultaneously as a representative of an Observer Organization, a Party or Observer State, and/or the press/media.

Please note that the misuse of a conference badge at any UNFCCC event, including a COP, is strictly prohibited and may lead to permanent suspension of your registration.

Collecting conference badges

To be issued a conference badge, all participants must be duly registered as indicated in the section “How to register” above.

Upon arrival at the venue for the first time, participants are requested to proceed to the registration desk to collect badges for access to the conference premises. Participants must provide the following documents so that a badge will be issued:

• the acknowledgment letter sent to the participants from the online registration system upon successful registration – printed or on a mobile device;
• a valid passport or a nationally approved photo identification card.

Participants with valid badges can directly access the venue through security and access control, where their badges will be scanned. There is no need to stop by the registration desk.

Once a badge has been issued and activated, the related record cannot be deleted from the database.

Pre-printing badges for Party and UN delegations

National focal points of Parties and designated contact persons of the UN system may request that badges be pre-printed for their delegations. They may collect the badges in advance from the registration counter. The individual collecting the badges must sign on behalf of the delegates and is responsible for their proper distribution.

This option is available only to delegates who already have a photo in the ORS. To submit your request, please utilize the related section via the communication tab in the ORS. Select "Pre-printed badges" from the drop-down menu. It is important to note that delegates whose badges have been printed will be listed in the final List of Participants. Daily badges for IGOs and NGOs

Daily badges are integrated into the process of nomination and confirmation on the ORS. Further information is available here.

• Tuesday 3 November to Saturday, 7 November: 08:00 – 18:00 hrs
• Sunday 8 November to Tuesday, 10 November 07:00 – 19:00 hrs
• Wednesday, 11 November to Friday, 20 November: 08:00 – 19:00 hrs 

Sunday, 15 November: The conference premises, including registration desk, are closed.

Virtual-only registration

Virtual-only registration is open for COP 31. Through the UNFCCC Online Registration System (ORS), delegates from Parties and observer organizations can register for virtual-only participation. This option allows access to relevant UNFCCC meetings remotely, provided the session is open to the respective delegate and offers online participation. For more information, please refer to the FAQs.

List of Participants

The List of Participants (LoP) reflects the information provided in the UNFCCC Online Registration System (ORS) during the registration process. All registered delegates, including those participating onsite and virtually, and across all badge types for Parties, observer organizations and media representatives, are included in the Provisional List of Participants, which usually is published on the first day of the conference.

The Final List of Participants, published after the closure of the conference, includes all conference delegates who were issued an onsite badge or who participated virtually during the conference.

The secretariat continues its efforts to find sufficient funding for the coordination of side events and exhibits at the United Nations Climate Change Conference COP 31. In order to ensure the time required for authorization by NFPs/DCPs of applicant entities, and subsequent coordination for mergers of applications, the side events and exhibits online registration system (SEORS) will be open in parallel with the fundraising efforts so that the secretariat can immediately start the selection process if and when sufficient resources are found.

As in previous years, applications for side events and exhibits are managed through SEORS. SEORS is the only channel used by the UNFCCC secretariat to receive applications for official side events and exhibits by admitted observer organizations, and Parties partnering with admitted observer organizations. The information on the application timeline will be published on the SEORS home page as soon as it becomes available.

The UN inter-agency coordination for side events to be organized by the UN organizations and specialized agencies at COP 31 is undertaken by the UNFCCC secretariat. The Designated Contact Points to UNFCCC for each UN organization have been informed about the application process. Complimentary shuttle services will operate throughout the Antalya region during COP31.

Shuttle stops will be available only at hotels listed on the official COP31 accommodation platform. Participants staying in accommodation booked outside the official platform may need to make their own arrangements to reach the nearest shuttle stop.

A conference shuttle app will be launched shortly to help participants find the shuttle stop nearest their accommodation.
