All formalities regarding registration, including issuance of badges to duly nominated participants to attend the sessions, are free of charge.
Who can register
Parties to the Convention, United Nations and related organizations and agencies, media and non-profit organizations with observer status may register to attend the sessions of the Convention. More information on options for participation is available here.
How to register
Registration for the conference is managed through the UNFCCC Online Registration System (ORS).
The Online Registration System (ORS) is open for the nomination and confirmation of participants according to the following schedule:
Parties, Observer States, United Nations organizations and specialized agencies
- Nomination and confirmation: 20 July 2026 – 8 November 2026, 23:59 CET
Admitted intergovernmental organizations (IGOs) and non-governmental organizations (NGOs)
- Nomination period: 7 July 2026 – 10 August 2026, 23:59 CEST
- Confirmation period: 24 August 2026 – 8 November 2026, 23:59 CET
Notifications on COP 31 registration for Parties and Observer States, for United Nations organizations and specialized agencies, as well as for admitted intergovernmental organizations and non-governmental organizations, are available here.
Please note that multiple registrations for the conference are not permitted. Participants may only be registered under one category and may not be registered simultaneously as a representative of an Observer Organization, a Party or Observer State, and/or the press/media.
Please note that the misuse of a conference badge at any UNFCCC event, including a COP, is strictly prohibited and may lead to permanent suspension of your registration.
Collecting conference badges
To be issued a conference badge, all participants must be duly registered as indicated in the section “How to register” above.
Upon arrival at the venue for the first time, participants are requested to proceed to the registration desk to collect badges for access to the conference premises. Participants must provide the following documents so that a badge will be issued:
- the acknowledgment letter sent to the participants from the online registration system upon successful registration – printed or on a mobile device;
- a valid passport or a nationally approved photo identification card.
Participants with valid badges can directly access the venue through security and access control, where their badges will be scanned. There is no need to stop by the registration desk.
Once a badge has been issued and activated, the related record cannot be deleted from the database.
Pre-printing badges for Party and UN delegations
National focal points of Parties and designated contact persons of the UN system may request that badges be pre-printed for their delegations. They may collect the badges in advance from the registration counter. The individual collecting the badges must sign on behalf of the delegates and is responsible for their proper distribution.
This option is available only to delegates who already have a photo in the ORS. To submit your request, please utilize the related section via the communication tab in the ORS. Select "Pre-printed badges" from the drop-down menu. It is important to note that delegates whose badges have been printed will be listed in the final List of Participants. Daily badges for IGOs and NGOs
Daily badges are integrated into the process of nomination and confirmation on the ORS. Further information is available here.
Registration desk opening hours
- Tuesday 3 November to Saturday, 7 November: 08:00 – 18:00 hrs
- Sunday 8 November to Tuesday, 10 November 07:00 – 19:00 hrs
- Wednesday, 11 November to Friday, 20 November: 08:00 – 19:00 hrs
Sunday, 15 November: The conference premises, including registration desk, are closed.
Virtual-only registration
Virtual-only registration is open for COP 31. Through the UNFCCC Online Registration System (ORS), delegates from Parties and observer organizations can register for virtual-only participation. This option allows access to relevant UNFCCC meetings remotely, provided the session is open to the respective delegate and offers online participation. List of Participants
The List of Participants (LoP) reflects the information provided in the UNFCCC Online Registration System (ORS) during the registration process. All registered delegates, including those participating onsite and virtually, and across all badge types for Parties, observer organizations and media representatives, are included in the Provisional List of Participants, which usually is published on the first day of the conference.
The Final List of Participants, published after the closure of the conference, includes all conference delegates who were issued an onsite badge or who participated virtually during the conference.
