This document presents a proposal for the collection, processing and dissemination of information on monitoring capacity and capacity-building activities in developing countries based on the purpose of monitoring as defined by the Conference of the Parties in its decision 4/CP.12 and by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol in its decision 6/CMP.2. It describes options for data collection, analysis and dissemination, and lists a few issues
that the Subsidiary Body for Implementation may wish to consider in further defining approaches to the monitoring steps.
